CULTURAL SERVICE GRANT PROGRAM

Since 1979, the Cultural Council of Greater Jacksonville has served as the official regranting and administrative agency for City of Jacksonville funding to arts and cultural organizations.  In 1990, the Cultural Service Grant Program (CSGP) was developed from the former Miscellaneous Appropriation for the Arts.

This program was designed to provide public support to arts and cultural organizations that contribute to the quality of life of Duval County's residents. Every year, non-profit organizations in the arts and cultural sector apply to receive City-funded grants to help support their missions and create broader access to the arts in Jacksonville.  City of Jacksonville funds are administered by the Cultural Council of Greater Jacksonville through the Cultural Service Grant Program (CSGP), a competitive grant process governed by City ordinance (Chapter 118, Part 6).   During the 2018-2019 fiscal year, the Cultural Council will administer nearly two-and-a-half million dollars in grants to Duval County arts and cultural organizations, on behalf of the City of Jacksonville, through the Cultural Service Grant Program (CSGP).  ​

2019-2020 Cultural Service PROGRAM Grants Pilot Program
The Cultural Service PROGRAM Grant is a new initiative under CSGP, which is being piloted in FY20.  In 2019-2020, funding was set aside for $2,500 program or project-based awards for eligible Duval County arts and cultural organizations not currently funded through CSGP.  The programs/projects must take place in Duval County and benefit Duval County residents.  Grantees must provide a 1:1 cash match for their awards.
Proposals were sought for arts and cultural programs/projects with a preference for those that utilize Duval County artists and cultural providers and/or provide outreach to underserved communities. (As defined by the National Endowment for the Arts, underserved communities refer to residents who lack access to arts and culture due to geography, economic condition, ethnic background, or disability.)  
Recently, the Cultural Council Board of Directors approved six, $2,500 awards as recommended by the Cultural Service Grant Program (CSGP) Committee, a volunteer body that evaluates CSGP applicants. 
​The 2019-2020 pilot program grantees and their projects include:
 
Avant – Familial Thread, a site-specific mixed-media arts experience 
Jacksonville Arts & Music School (JAMS) – Jazz at JAMS:  Summer Concert Series
Riverside Avondale Preservation (RAP) – Children’s Mural Days at RAP
San Marco Chamber Music Society – Woodwind Showcase Concert
Stage Aurora – Mainstage Production

HOW TO APPLY FOR A CULTURAL SERVICE GRANT (LOI Deadline 3/_/2021)
The Cultural Council of Greater Jacksonville is now accepting Letters of Intent (LOI) for the 2020-2021 Cultural Service Grant Program (CSGP).  The deadline for receipt of Letters of Intent is Wednesday, March _, 2021.  Letters of Intent must be submitted online through the Cultural Council’s website (www.culturalcouncil.org/csg).  
Submission of a Letter of Intent is a required first step in the grant process. CSGP, which is funded through the City of Jacksonville and administered by the Cultural Council of Greater Jacksonville, provides support to Duval County arts and cultural organizations which contribute to the quality of life of Duval County residents.  
EXCEPTION:  Organizations that submitted a 2019-2020 Cultural Service PROGRAM Grant have already satisfied the requirement for the 2020-2021 Letter of Intent. 
For organizations not currently funded through CSGP and that did not submit a 2019-2020 Cultural Service PROGRAM Grant application, completing the Standard Letter of Intent (LOI) is a mandatory prerequisite to completing the full application for the 2020-2021 Cultural Service Grant Program. For 2020-2021 there will be an option to apply for either a program grant or an operating grant.  
 
Currently-funded organizations must complete an abbreviated version of the LOI to ensure that they have maintained eligibility for CSGP for 2020-2021.  A restricted access code is sent via email to current grantees so they may access this abbreviated LOI form. 
 
The purpose of the LOI is to:
  • Signal the organization's intention to apply for a Cultural Service Grant
  • Determine eligibility for the applicant organization
  • Gather essential information and documentation
  • Inform the Cultural Council of Greater Jacksonville's request for funding to the City of Jacksonville in regards to the Cultural Service Grant Program.

Organizations that submit a LOI for 2021-2022 will be notified of their eligibility to apply for a Cultural Service Grant.  For 2021-2022 there will be an option to apply for either a program grant or an operating grant.  Eligible organizations will be provided with information on the next steps in the grant process.  

The deadline to submit a LOI for the 2021-2022 CSGP is Wednesday, March _, 2021.  LOIs must be submitted online through FOUNDANT, an online grant system. ​

eligible Duval County arts and cultural organizations. Grantees must provide a 1:1 cash match for their
awards.

HELP SESSIONS:
Three, in-person, drop-in help sessions will be offered to applicants:
  • 9 a.m-11 a.m. – Thursday, Jan. 9, 2020
  • 11:30 a.m.-1:30 p.m., Monday, Jan. 13, 2020
  • 4-6 p.m., Tuesday, Jan. 14, 2020
The sessions will be held at the Cultural Council offices, Times-Union Center for the Performing Arts, 300
W. Water St., Suite 201, Jacksonville, FL 32202.
GRANT PERIOD:
  • The funded program/project must take place between May 1, 2020 and Sept. 30, 2020.
  • Expenses and receipt of matching funds are allowed between Oct.1, 2019 and Sept. 30, 2020.​
2020-2021 CULTURAL SERVICE GRANT PROGRAM:
Applications to the 2019-2020 Cultural Service PROGRAM Grant will also serve a dual purpose as the
Letter of Intent (LOI) for the 2020-2021 Cultural Service Grant Program. Eligible organizations may
choose to either submit a full application to the Cultural Service Grant Program (operating grant) or
Cultural Service PROGRAM Grant (program/project-based grant) for 2020-2021.

Recommendations for Cultural Service Grant awards to applicant organizations are made by the Cultural Service Grant Program Committee to the Cultural Council Board of Directors, which makes the final determination of funding.  The Cultural Service Grant Program Committee consists of:
  • A Chairperson
  • Three members from the Cultural Council Board of Directors
  • Seven community representatives
  • Two liaisons, one from the Mayor's Office and one from City Council​​
